Research is not dependent on the status of the research station. At 1% built (research station)you are able to do full research. Perhaps you can set a minimum percentage before research can start (say 40 or 50%) but this would slow down the construction of the station and research. I would say just slow research but honestly the station is built pretty quick so a double penalty (construction/research) would be better.

Greenland, Iceland and even Antartica had warmer climates in the past long before the industrial revolution. Global Warming, like global cooling, is a natural process. It includes many factors and most are beyond the control of humans including the biggest culprit, the sun. While I agree that a reduction of polutants in the air, the soil and water is very very important but the global warming is nothing more than bad science and a media blowing things out of proportion.

Yeah, I am a devout procrastinator. Why do something today when I can forget about it tomorrow. I have been one of those for pretty much as long as I can remember. Wanting to watch a fighter doing an attack run I noticed that the screen does not keep up with the fighter. It causes the screen to stutter (ie the fighter will move practically off screen the the camera will adjust itself to put the fighter back in the center view causing a stuttering action.
