Ever since update and reboot, I have these two lines at the bottom of my task bar. I can't tell if this is a windows update or start11 update and how to get rid of them.

Static image wallpaper, screensaver set to none, nothing on a timer.

Lately my PC will randomly start lagging. I'll notice my mouse starts to stutter and then all my programs start lagging and freezing. Then I'll see my Start11 task bar fill with tons of folder icons (on both monitors) and then they remove gradually and my PC is back to normal. What is going on here?
