Not sure what went sideways there, but here are the things I would try in the specific order - with reinstalling OS last.
1 - Try toggling the "Themes" service by selecting "Disable" in the Startup Type list > click "Stop" > click "Apply" > reboot machine > select "Automatic" in the Startup Type list > click "Start" > click "Apply" > try to reapply the Windows XP theme via Display Properties.
2 - Reinstall WindowBlinds > apply a skin > unload WindowBlinds > attempt to restore the Windows XP theme via Display Properties > if all goes well, uninstall WB using the zapper utility.
3 - Reinstall WB > use System Restore to return to a date previous to your removing it from the computer > unload WB > restore default Windows XP theme via Display Properties.
4 - Go here http://www.kellys-korner-xp.com/xp_tweaks.htm and download the "Restore Themes Functionality" registry file (line item #187) > save to desktop > double-click file > select Yes to the import prompt > reboot machine > try to reapply Windows XP theme via Display Properties. Note - I have not used this file, so do not claim any responsibility on it's use. The site is recognized by Microsoft as a "Windows XP" community site, for what it is worth.
5 - Perform a Windows XP repair by inserting the Windows XP installation disc in CD drive > reboot computer > watch for the "Hit any key to boot from CD" prompt, and hit a key > hit "Enter" to enter set-up options > hit "F8" to accept the MS EULA > hit "R" to perform a repair installation. Note - make sure to unload any programs and to back-up any saved files you want, just in case they are lost during repair. The repair operation normally leaves your files and programs in place, but there is no guarantee.
Note - if you do not see a "Hit any key to boot from CD" prompt, then you may need to reboot again and enter BIOS settings (A.K.A. as set-up) during boot process - usually by hitting F1, F2, ESC, or Del.
6 - Reinstall Windows XP by booting from CD > hit "Enter" to enter set-up options > hit "F8" to accept the MS EULA > hit ESC to start set-up program > delete current partition with the OS you want to replace > format the partition (not 'Quick-format'), and then install Windows XP onto that partition.
Note - if you choose to do #5, make sure all your saved files are backed up, as well as making sure you have the following either on a CD - or that you can download them from a site:
- Drivers for the MotherBoard chipset, Video drivers, Audio drivers, USB drivers (these will be included with XP if you are installing a Service Pack 2 version), any other input device drivers (i.e., printer, tablet, multi-media device, wireless devices, etc.).
- All software installers.
That should about cover it.
