Logons, LogonStudio Editor & vertical scrollbar

As i try do do some Logons (with LogonStudio Editor) i don't understand how the vertical scrollbar (and the up and down arrows) are being used, and so have to be designed ...
Anyway (and with any other older Logons done by others) i can't see this scrollbar apart at each start or restart of PC, and then it's not the scrollbar defined in the Logon but the Windows default one ... (i've tried with different screen resolution and with about 8 accounts existing ..)

Anyone to give some tips about that point ?

Appears to be a Windows error. But, potentially fixable. See the section
starting "A bug in the standard logonui" here:

Basically, you will have to edit the logonui.txt file to fix this. Not
easy, but it should be possible.
