Bug: Navigating back to main menu to quit does not work

Reproduce using the following steps:
1) Start GalCiv 2
2) Choose New Game option
3) Choose your galaxy settings and click Next
4) Now, on the Races screen, click the Back button
5) On the galaxy settings screen, click the Back button again
6) Now, on the main menu, click Quit
The game does not quit. Also, all main menu buttons are now disabled, so you can't do anything. I had to CTRL-ALT-DEL and use the Task Manager to terminate the application.
