If I'm not mistaken, as a general rule: no answer means no permission.
There are exceptions, but you'll need to ask an admin.

On the skin, pretty nice.
I would like it better if the corners in the Start Panel flowed together (top, sides, bottom). Not a criticism, just a critique.

I am going to tell you the same thing I told you over at neowin. You are using someone elses icons within your shellstyle for that theme. They are called Cryo64 - Exodo 2 and are made by are own D. Arnaez. They can be found here https://www.wincustomize.com/viewskin.aspx?SkinID=1260&LibID=2.

So unless you have permission from the artist to use the icons within your theme, you cannot release it with them and if you do it would be considered a rip.

If I'm not mistaking, the permission you need is from DC Comics http://www.dccomic.com/about/contact.html
And just like AthleticTrainer mention, you'll also need permission from D. Arnaes for the use of his icons on the shell images.

WinCustomize actually does allow fan art here. You can't re-distribute copyrighted wallpapers but you can create your own fan art and upload.

Yes...the WB skin is fine....but if the icons belong to someone else you'll need permission to include them for distribution...

Well, even if you did get permission, Id never use your wb.It's amateurish at best. Too many jaggy edegs.

nchksdklsia ???? Your WB is Cooooooooooool....you should try to contact -The skins factory-, perhaps they can help you in obtaining the permission or to give you some useful information.

After taking a close look at the skin (preview) I just realize that you'll need two permissions;
1- Permission from The Skin Factory since you have uses a lot (if not all) of the images from their Batman Begins Windows Media Player skin to create your WB skin.
2- Permission from D. Arnaes for the use of his icons on your shell images

To release something under a GNU/GPL ....you must be absolutely certain you own sole rights to do so.

If, for example part of your skin is from another person's commercial content then you are seriously undermining copyright...

I'd send them an email with a link to this site telling them to check out your theme. They should be happy since it helps their (WB'S) business by attracting more attention to the movie.

One of the reasons that you haven't gotten any reply from WB could be due to your english. It's not very good, almost seems like it's comming from a translation tool. This might discourage them to reply. Try to get some help from someone to make an email with better english grammar. It might help.
