You have a number of choices:

Use the "Icon Explorer" function (found on the bottom left of the IconPackager config panel) to open an icon library (".icl" file). You can then export as an ".ico" or ".bmp" file.

Use Icon Developer (a much better option). It will allow you to open an icon library and then export individual icons in a number of different formats - including ".png" files.

You can find these programs by going to the "Software" tab at top of page.

One other program (not Stardock) that is very popular is Axialis Icon Workshop - which I use and like a lot - though Icon Developer works just fine and integrates with Icon Packager well.
