Real easy, just click on the ampont of stars ya think its worth and presto, you rated it, except you can't rate. There it is in a nut shell.

1 star is 'low'....5 stars is 'high' ....'weight' is applied to their 'value' depending on seniority/access level/experience....and displayed rating is an average of all received...

I'm new. How are things rated then if we as the people can't rate? For instance I noticed I put up a BootSkin and noticed it was already rated. I tried rating someone elses BootSkin and couldn't do it. If these are already pre-rated due to someone's seniority, and access level and NOT by someone's talent or what other people think of your work, then the rating system just sucks! Sorry, but true. That wouldn't make it a rating system at all. That would make it like a regular forum that changes one's image tag due to how many posts they've posted. Only, instead of being automated, it'd be determined by a couple of people, what moods they're in, and they're biased opinions on whatever was created for approval. I certainly don't want just one person or a couple people to decide what rating my image is going to have either, after I've submitted my image waiting for approval. And the rating be put into place by that person or people who approved it. That wouldn't be a true rating either. I need input on this information. To know that this site is better than that. That the people AND I aren't wasting our time.

Well Citizen Chris Hooper, your not high enough to rate.  You have to be an apprentice or higher or a WC subscriber.  A mod gives a piece of work the initial rating, then all the people who can rate and want to rate something does so.  A mod will most likely give you a fair rating where the masses will either rate you high (your friends) or rate you low ( your enemies)  Some will rate you fairly.  The higher that person is, the more weight the rating carries.  An apprentice carries a weighted rating of a multiplier of 2.  A journeyman a rating of 4.  Get the picture?  Hope so.
