Multiple Users

Ok, I noticed that someone else asked about how to use iconpackager with multiple accounts on WinXP. Everytime we switch the Icons in one account it applies to the other accounts. Why? Can someone help me? Is there something I need to do to make it so that each account can use its own icons?
