Eject ship not possible

Can not eject transporter Adv. D'Comètaut-1 from Deep Space Starbase 8. Nothing happens.

That used to bug out because the transport ship, colony ship or flag ship require a citizen on board. Docking them on a station sometimes made the citizen vanish. This was fixed a while back though I though.

Maybe it crept back in. I had a situation earlier in my current game where I parked a flag ship at a shipyard, and then had to assign a new citizen to it to get it to eject. I think it was the flag ship you start out with, not one of the commander ships.
