Need a little more help

Well, I have now downloaded the windowblinds program and I have also downloads two blinds from this site, now what do i do to get them on my computer? One is for my account and one is for another account.

You need to install the Windowblinds program and reboot. The download blinds can be then installed by running them if they end in .wba , which they usually are.
It is best to install the blinds from an administrator account, and then all accounts can access the blinds.
You can select which blind to use by going to Display Properties and clicking on Appearance, or you can launch Windowblinds Config via its Start Menu entry.
