is there any free apps that change visual themes? i know all the ones i have seen give free triles but then don't work.

WindowBlinds is the only application that will apply WindowBlinds skins, if that's what you mean. Did you download the trial, and if so, how did it not work?

go to that link. You can download a free version of windowblinds. The free version will not skin everything. The full version will.
