GPL Advice

Hi everyone, I’m using “Gorilla” WindowBlinds skin by Snidely Whiplash. I decided to put together an IconPackager, a logon, and an ObjectDock background. All of them based on the skin made by Snidely. I want to upload them here and I don''t know if I need permission from him or I just need to put the GPL license in the files? Thanks.

Basing works on another's work requires prior permission before publishing/distribution.... [nothing to do with a GPL]
