Why is the AI so weak?

Why is the AI so weak in this game the only map that remotely puts up any fight is foreign invasion and that is only early game after that once you get going might as well just restart the game the npcs are just a joke no matter what hardness level you put them on. You just wonder if the current developers ever played Sins of a Solar Empire 1??
