Start 11 creates useless shortcut in Start Menu

Every once in a while, Start 11 creates an entry in my Start Menu called "Windows Security".  This is completely useless.  If I click on it, nothing happens, and I can't move it or delete it, and it is not in the normal location where Start Menu shortcuts are usually stored in Windows.  The only way to get rid of it is to navigate to:

C:\Users\myusername\AppData\Roaming\Stardock\S10

And delete a folder called:  Microsoft.SecHealthUI_8wekyb3d8bbwe

And then re-boot my computer.

But this is only temporary.  Eventually it comes back, so I added a batch file that checks for this folder when I boot my computer and deletes it.  What is the point of this?  It is a minor problem but it is just so annoying, stupid and pointless.
