Start11 V2.73 - No option to turn enhancements on

exactly what the title says, i just re-downloaded S11 (S10 at the time, but that's deprecated i guess) after a few years of non-use, and now there's no option in the taskbar settings to change the size. i'm wanting to make it small. there was always an option to change it and it's not there anymore. I don't have auto-hide on, and i'm running windows 10. i've tried restarting explorer, tried restarting my PC, tried reinstalling S11, and i'm at a loss. how do i fix this? is it on windowblinds now or something??? that feature is the entire reason i renewed my subscription.

** just so nobody goes "have you looked at the top of the taskbar page?" YES, i have, where there should be the section about enabling enhancements there's nothing. it just starts with the 'how should the taskbar background look?' crap.
