Navigators have an Alliance?!

In my game the Navigators have formed an Alliance with the Phalenoids Advance (see screen shot). How is that possible? I cannot form an Alliance with them because their ratial trait does not allow it. Is this Alliance a special feature of the Phalenoids Advance, quest event, ... or just a bug?

You're right, that is strange. I'll bring it up to the team. Do you happen to have the save file showcasing this ? If so can you post it on discord, latest sitrep will do.
