Hello,
Sorry to hear you are having issues. Please try, uninstall Start11v2, reboot immediately (important), download latest version available in your account product download page: https://store.stardock.com/myaccount/products. Install it, reboot immediately again. Retest it and report back.

Thank you,

Look like this issue is known with default Windows taskbar too. And look like restarting Explorer.exe will unfreeze it.

AI reference:

AI Overview

The issue of BarTender Designer freezing the taskbar when minimized is typically caused by the application's window being stuck in a specific display state or a conflict with Windows Explorer.

Potential Solutions
Here are steps to resolve the issue, ranging from simple workarounds to more advanced troubleshooting:

1. Expand the BarTender Window
The most common issue is that the BarTender window was previously minimized using specific window sizing tools and keeps launching in that state.
  • Simply expand the window using your cursor by clicking and dragging the edges. Once expanded, close the application and reopen it to see if the issue is resolved.
  • If the window is completely off-screen, try holding Shift and right-clicking the BarTender icon in the taskbar, then select Move and use your arrow keys to bring the window back into view.
2. Restart Windows Explorer

The taskbar is managed by the Windows Explorer process. Restarting it can resolve temporary glitches.
  • Press Ctrl + Shift + Esc to open the Task Manager.
  • Go to the Processes tab.
  • Find Windows Explorer in the list, right-click it, and select Restart.

Thanks for the assistance. Expanding the window and restarting explorer works for a time and then the problem returns. Restarting explorer every time the problem arises is not a practical solution. So, for now I have uninstalled Start 11 on the three computers.

If you right-click on a blank space in the taskbar to get its menu, then click off, can you then access this particular app?  Also, is this the ONLY app that you see this with?

No. The taskbar is completely frozen. Clicking on the taskbar does nothing. The taskbar unfreezes after multiple clicks in about 10sec.

Also, is this the ONLY app that you see this with?

Yes, only this app.
