trouble with fence 3 interacting with walpaper engine

i just built a new computer and I'm having trouble where fences isn't interacting with wallpaper engine properly.

fences drop down shows the default background instead the wallpaper.

i haven't bought fences through steam but i had this working properly on my last computer.

is there any way you can help this work properly?
