Can't pin files to taskbar

Hello,
Sorry to hear you are having issues. I usually use this steps to pin apps to taskbar.

1. Run the application.
2. When the application opened up. Right click on that application taskbar button.
3. From that menu, select "Pin to taskbar".

Is this the same steps as what you did?

When I right click a button in the taskbar of a running program there is no "Pin to Taskbar" option,

only the program itself and "Close Window" choices. No "Pin to Taskbar"!

There is no place where I can find a "Pin to Taskbar" choice in any context menu.

In fact when I go to the Start11 configure screen and use the "Taskbar Pins" then click "Pin File" it doesn't work!

More system info...Computer is 6 months old. Nothing unusual running.

Perhaps, you have something installed that conflict with Start11. Do you have any other application that also change how your Taskbar work? 

Also, to make sure Start11 properly get install, please try, uninstall Start11, reboot immediately (important), download latest version available in your account product download page: https://store.stardock.com/myaccount/products. Install it, reboot immediately again. Retest it and report back.

Downloaded latest Start11 ver. 2.5.5.4

Uninstalled  installed ver. 2.5.1.3

Immediately rebooted Windows.

I still do not have the ability to pin Programs, Folders or Folder Menus to Taskbar

from Start11 Configuration screen, Right click on program taskbar button or drag & drop.

It is likely your computer has pinning disabled for some reason then.

The right click menu on the taskbar is the OS one so if it isn't there then it has been disabled somehow.

You should see the very same without Start11 installed.
