Thumbnail peek not working on top aligned taskbar

Fresh install of 2.11. When the taskbar is aligned to the top and combine taskbar buttons is selected (all other options default), mousing over a button with multiple open windows does not enable a peek of thumbnails for the open windows.

If the taskbar is then aligned to the bottom, peek will work.

I am on the insider Beta channel, 23H2 build 22635.4515, so closer to retail release and am also seeing this issue. In addition, the combined taskbar button option is broken in terms of minimizing and restoring when multiple windows are open.

Beta channel has some taskbar changes Microsoft are still working on.  It is particularly odd for them to make that particular change in a 23h2 update so it may be a code merge mistake there and it wasn't supposed to go out in a 23h2 update.

We should have both of those issues resolved in the next Start11 update.
