You can not update to Fences 5 but you can upgrade to Fences 5.

Is there also the chance of getting a special upgrade price for permanent licenses? You only offer a upgrade discount for annual.

Currently there is special discount for permanent licenses. But this discount might still work. :-"  https://forums.stardock.com/526697/get;3924338
