Military Starbase Issue

My understanding of Military Starbases was that other civilizations would not be able to invade a planet within the starbase's area of effect.  However, as the screen snapshot below shows, a Krynn ship is invading Kryseth Gamma even though I have a Military Starbase only 3 cells away, well within its area of effect.

Starbases changed with 1.51 soon they will be able to attack invaders in range.

Frogboy himself had a clever idea of putting a ring of ships around a military starbase so the AI could not find a path to the starbase. Military starbases were nerfed shortly there after.

Plus, you could put 60 logistic points of ships to protect a starbase at the start of the game, around which time the fleet cap is about 10. This would mean that 2 warring nations could get stuck unable to attack each other effectively until they got the logistics to make big fleets, which would require waiting until late in the game.

How do new players figure-out what a military starbase does?

I like the new windows that explain each of the many screens that new players will encounter (planet, shipyard, research, etc.) even though I think you need to add a tab to the Options screen to allow toggling these off and to allow players to see them again on demand.

Perhaps you could add some similar windows that explain what each of the different types of starbases do.  I have been playing for a long time and I am uncertain about what military starbases do now.  I am happy to see you tweaking various aspects of the game to make it more interesting and enjoyable to play, but you need to explain the mechanics to players to help them develop strategies and avoid the frustration that comes with ignorance of how things work.

I must admit my initial reaction to this change was not good, however reading about this "exploit" I see the logic in the change.
