Minor Civilizations

I am 14 turns into a new game and I have already discovered 4 minor civilizations in my home sector (first screen snapshot below).

I don't know if it will be useful, but I have included a link to a save file showing this:

The second screen snapshot below shows the settings for the game and shows that I set Minor Civilizations to Occasional (by the way, thank you for not resetting everything to Default and retaining my previous settings when starting a new game).

If you get Minor civs in your area of influence you get their output.

My point was not about whether minor civilizations were good or bad, my point was that I chose the "Occasional" setting for minor civilizations and I got at least 4 in my home sector.  I do not think a reasonable player would consider that to be "Occasional".  I reported this so you could determine whether the setting is working as expected or not.
