Well you can query an application's coordinates and size and draw a frame. around it.
SnagIt does this.
But it is a totally different approach and requires keeping track of a lot of things
and will be slow.
Sure but that isn't going to work as you cannot replace the existing bar as it may have custom controls in it.
Two titlebars would look most odd.
