Unable to create a new "Fence"

Perhaps I'm using the wrong terminolgy in my title of this question. By "New Fence" I mean a new rectangular box with a heading bar at the top. One of these

I don't see an option to create a new one of these.

Right click on your desktop to View and scroll down

to Lock Fences if its checked un check it.

That will free you up to make new fences.

To create a new fence, you have to ensure that the "Lock Fences" is not checked when right clicking on your desktop like in the screenshot:

To create a new fence, just click, hold & drag your mouse.

Your linked image has nothing to do with Fences.

Hello,
Sorry to hear you are having issues. From your screenshot in Reply#3, I can't tell if that is lock or unlock. It is easy to tell if your fences is lock or not. Point your mouse over the Fence titlebar if the "3 line menu" and the "X" icons appear, than, it is unlock.

BTW, there is no image on your reply#6 above.
