I have installed Groupy and when I drag one window over another and hover, nothing happens.
I am running Windows 11 beta (22h2).
Is there a setting in windows that I need to change?

Sorry to hear you are having issues. Need to check you grouping setting, refer to screenshot below. It best to test the grouping part with known compatible application. Such as Notepad or Explorer. Some application is not compatible with Groupy. Usually those application that is using non standard titlebar. Something like Sticky Note.

My Groupy looks just like your screen shot. I tried shutting off Windows 11's snapping function. That did not help.
Should there be a Groupy icon in the hidden icons? How do I know it is actually running?
Object Desktop is running, but I do not see Groupy running the task manager.
What version of Windows you have on? Please use Winver.exe to get full version numbers.

Do know that Stardock does not support Windows Insider or Beta versions.
Please try purge and reinstall steps as mention here : [Link]. Just make sure to redownload the latest version from your account page. Reboot after the purge. Reinstall and reboot again after the installation. Retest and report back here.

Object Desktop is confused in that it still things Groupy is installed.
Where can I download Groupy?
Well, my advice is leave the Insider/beta build and do a fresh install of Official release Windows. And try again.
