Minor Annoyance

When I create a mining starbase the only upgrade option is Mining Drones (which is correct), but after I take that upgrade option, a greyed-out option for a Xeno Archeology Lab appears (first screen snapshot below) even though there are no relics within range of the starbase (second screen snapshot below).

I do not know why this upgrade option appears, but I do not believe it should.  Please take a look at this.

This is a bug which has been reported several times.  I provided some saves for beta 0.80 back in March showing this happening in two different ways.  The Xeno Archeology Lab appears when it can't be built AND no module is in inventory.

As you have found, it still exists.
