Creating Folder Portals

3 usual methods not working

Version 4.0.0.3

I have folder portals on my desktop, but I cannot create new ones. None of the three ways will work. I thought perhaps I needed a newer version, but it reports that it is up to date. I cannot download a current version to reinstall. Suggestions?
