If You mean the real "Threee deeee" then You should use some kind of 3d proggie, like 3ds max, maya whatever. And they're costly.

If You mean the "3d look" then Photoshop, Paint Shop Pro or even paint will do the trick.

Well, if you really want to make something smurfy you should probably smurf a good 3D program like Morphuim said. JamesT made some smurfy icons in 3D.

Then again you can get Paint shop Pro for 40 dollars and make a smurfy looking 3D icon by drawing it. It won't be 'real' 3D but it will look like it.
