Title & content in front of desktop apps

Can a fence content expand to be in front of a desktop app?

I have fences collapse to hide content. When I float over the fence title the contents expand. I would like the title bar and the expanded content to be in front of any app that happens to occupy the same space. Is this possible? I have Fences 3. Is this avail in Fences 4?

Fences4 does allow to move on top of open windows.
