I am not sure but think this problem started with the most recent version of Start11. When you hover over a taskbar item the correct behavior is a set of preview windows that you can click on to bring up the specific window. Now nothing happens except a flash of the taskbar. To get to a specific window you have to Alt Tab
I guess I can remove Start11 and see if it fixes it, but wonder if this is a known issue

Try uninstalling reboot and reinstalling with the latest version from your account page reboot
