When you would get 2 events at the start of the turn, the first one is 'overtaken' by the second one. For instance, I had an anomaly event trigger at the same time as the year one event. The year one dialogue popped up but immediately went away when the anomaly came up, making me miss out on the 1 ideology.
this was an issue in gal civ 3 too. i first got the quest for universal translator only to get overlaped by meeting someone and so no universal translate quest.
I had a similar situation with a Technology Breakthrough that nullified an Executive Order. I selected the order Telescope Takeover, but then the Breakthrough popped up and obscured the Telescope Takeover window. After selecting the new research target, the Telescope Takeover window was gone, the Control Cost was spent, and I had to wait 18 turns before the order was available again.
Long time issue where events step on each other. I've witnessed this with IV and have been surprised it has survived this long. How much code from III was re-used?
