- The name and/or link to the wb skin you are referring to

That is you Windows version. We need the Windowblinds version. The next line on the screenshot is the Windowblinds version numbers.

Also, Is the issue happen permanently or it resolve when you restart Explorer?

WB version: WindowBlinds 10.74 (054 - Windows 10 Edition)

Restarting explorer didn't help.

That's not the latest version, which is 10.89. Any reason why you haven't updated, because that may well be the reason why you are experiencing issues with skinning the taskbar?

I should point out that they may be using a different start menu app. If you are using startisback or classic shell. Those are not compatible with windowblinds.  You get that behavior with those apps running.
