You mean you see that everytime reboot? If yes, please try purge and reinstall steps as mentioned here: https://forums.stardock.com/486084/fences-support-faq#reinstalling. Just make sure to re-download the latest version from your account. Reboot after the purged. Reinstall Fences only its default directory, and Reboot again after the installation. Retest it. Report back here.

Yes, that must be annoying. But, Purge is not the same as uninstalling. Did you do the Purge part?

The link work fine for me. It might be your system security or your browser is blocking the download of .bat files. Please try another browser or try to download from another system.

As so often, the bug seems to be related to version 3.09. Usually this is one of the first paths to check for errors - all other paths come afterwards....

With 3.05 everything is fine!!!
