Fences not allowing resizing in Windows 10 Pro Version 20H2, OS Build 19042.867

My Aurora R11 has Windows 10 Pro 64 bit operating system. Fences for some reason will not allow me to resize the existing fences on the desktop. They also seem to be locked in place. Any recommendations on how to fix that?
