Prevent control panel from automatically grouping with file explorer

They're different executable files!

Does anyone know a way to stop control panel from opening up in a group with open file explorer windows -- if they're already open, and 'automatically group windows of the same application' is turned on?  

I even put c:\windows\system32\control.exe  in the exclusion list and it still opens up in the group with my explorer windows, which is explorer.exe -- how does that make sense??!!

I'd like to find a solution to this, since I like my file explorer windows opening in the group automatically, but I hate control panel opening up in them - I keep my file explorer in a little window in the bottom right corner and it's totally not the right size for viewing the control panel

Unfortunately control panel simply launches an explorer folder which is why it gets grouped automatically.
