While fences is running any files on my desktop cannot be renamed as they are in use.
This is very much a deal breaker at the moment. I have tried uninstalling, and reinstalling. Same behavior.
Any suggestions?

Sorry to hear you are having issues. But, I can rename files on my desktop with Fences running as normal. How are you sure that Fences is causing the issue on yours?
While on it. Please include more information on your system.
1) Windows version, please use Winver.exe for full Windows version numbers.
2) Fences version.

When I disable, or uninstall Fences I can once again rename, and edit files on my desktop. Fences installed, and running I cannot do that anymore.
Please try purge and reinstall steps as mentioned here: https://forums.stardock.com/486084/fences-support-faq#reinstalling Just make sure to redownload the latest version from your account. Reboot after the purged. Reinstall, and Reboot again after the installation. Retest it. Report back here.
I ran the purge bat file, rebooted, and it prompted me for the Fences key before I ever tried to reinstall.

Sorry to hear you are having trouble.
If it is, it's one we have not seen in the many years Fences 3 has been out.
I don't show that you own Fences 3 under your tclark@*****.*** email address or have activated a trial. Did you do so under a different email or have you not activated it? If you did under a different email, PM me the email address - do not post it in the forums.
Are they office Files, if so, are they open at the time?
Is this in a corporate environment?
Are you using a Windows Explorer Shell replacement?

No shell replacement.
It's someone that I work with that bought the copy of Fences. I'm attempting to aid them with this issue.
No they are not open anywhere else, and it's just the files on the desktop currently.
I've got it working for her now!!!
I needed to uninstall fences before running the purge bat file!
So I uninstalled, rebooted, purge bat, rebooted, download the latest for her and installed and is working fine now!!!
