Issue with ship in the game

I have update 4 for Gal Civ 3 on Steam I had not played it in a very long time when I opened it last night I discover the following problem.

Ships are showing up in the Designer with yellow dots with an exclamation symbol. No ships are showing up in the faction(s) shipyard build list. I have uninstalled but Steam is not installing the game correctly it is pausing every 50 or so Meg. Re-synching with the Steam workshop does no good. The ships where there until I did a radical uninstall(clearing everything) and rebooted.

So what is the issue with the ships not showing up. I know the other issue is Steams but mentioned it for context. I am suspicious that once the Steam issue fixed I face that same problem

Maybe those in the designer are over-capacity? If that's the case you can (re)design them, but not build them, unless you remove compoments which push'em over the limit.

 

Over-capacitiy ships are shown if that is activated in options.
