Is there a way to move files within the last x timescale to a fence on the desktop then move to another

I would like to know if it's possible to move files within the last x time scale (one hour for example) to a fence, then after that hour has elapsed move it to a more permanent folder.

A lot of times any files I save to the desktop are either temporary or there for a while, so this fence would act as a sort of a buffer zone.

While there are time of day rule options, nothing as complex as what you are suggesting, no.
