Version ObjectDockPlus_190.  Windows 10  Home v 1903.  I get the error message (see title).

I am the administrator. (laughing hysterically)  I've changed my virus software to allow executable files from the Download directory.  Can't figure out anything else to do.  All suggestions I find are older and I do not have the ability to make choices as listed. (i.e. I cannot go to properties and select "Unblock".  I cannot, as has been suggested, run from the command prompt with commands that are not DOS.

ObjectDock is a software I depend on greatly and will appreciate anything that will allow me to install it.

That is odd, but ObjectDock is not supported on Windows 10.  Right click the installer, properties, select compatibility tab. Set to run in Windows 7 compatibility and set run as administrator.  Apply/ok.  Now try.
