High CPU usage since KB4532693 update
I am sure there are more people experiencing this too. Since the update earlier this month, explorer.exe has high CPU usage constantly.
Uninstalling Start10 fixes the issue. Windows 10 1909.

Sorry to hear you are having issues.
I have had 6 Windows updates since that update your showing.
Maybe you need to check for other updates ?
Start 10 uses very little CPU usage on my system .
You can try install Start 10 back then do a Clean Boot
Would you Please do a Clean Boot: https://forums.stardock.com/486022/start10-support-faq#cleanboot
test and check CPU usage then .
Might be 3rd party issues causing your problem .
Report back here your results , please.

I tried "Purging and re-installing" but it didn't work. I noticed CPU usage will lower down as soon as I unload Start10 using "Start10tweak.exe".
Regarding the clean boot, the link http://sd.stardock.com/Support/Utilities/StartStart10.zip is broken.
