Bring Fences to foreground

When I have a folder or application open and try to open a rolled-up fence, the fence appears until it reaches said folder/application and then the rest of the fence appears behind the folder/application. Is there a way to make sure that when the fence opens, it appears in the forefront?

Sorry to hear you are having issues. But, no, Fences work on the desktop level, so i can't appear in-front of any windows.
