Fences swap on monitors when I turn off power of primary monitor

Hi,

With a dual monitor (Primary: 2560x1440, Second: 1920x1080), many times before leaving my PC while it's running stuff, I turn off the power of my larger monitor just to save power (& heat).  When I return and turn back power on primary, all fences from both monitors swap (ie. those on primary move to secondary, and vice versa).  I need the fences on my secondary so when I run certain games full screen on primary, I can easily reach for other apps placed on the secondary monitor.  How do I fix this?

 

Using latest fences, Win 10 x64.

Thanks.  I have checked your links.  I don't use any multi-monitor apps.  I also tried the suggestion to restore snapshot when they swap, but nothing changes.  I also have it set already to 'per screen resolution...'.  The only other option I see is resetting Explorer w/c I will try when it happens again.  I will try powering off my primary monitor now and observe, and post an update.
