Icons/files saved to desktop are showing up on tertiary monitor.

I've got Fences configured "By default... All new icons go to the general desktop", however new icons/files show up on my laptop's built-in display, which is configured as my 3rd monitor.  They are not showing up on the monitor I have configured as "Primary" in Windows 10 (Enterprise v1809).  I've played with the settings under the layout auto-adjustments and enabling/disabling "When I plug in a new primary monitor, move my icons to it." doesn't appear to change the behavior.  Is there a setting somewhere else that controls this?

I have a suggestion, as a workaround, until the issue is resolved.  Creat a new fence called "desktop" or whatever. Put it on the monitor you wish, set all new icons to that fence.  It works for me.
