Download to wrong monitor

I have a three monitor setup. Main monitor (#1) always in use, #2 usually in use, #3 used only part time. Without Fences running, a download appears on the #1 monitor, as it should. With Fences running, the download is on monitor #3, which means I usually have to turn on #3 to find the download. Can this be fixed (other than making a Fence just for downloads)?

Have you tried this?

I tell fences to put all new icons in my main fence. I move them later, if I want to.

Do this by clicking the "hamburger" icon in the top left of the fence you prefer to use.  Use a fence that is not located on the 3rd, seldom used monitor.
