Fences desktop background randomly and often turning black

Hi.  My Win 10 desktop background is randomly and often turning black.  It's difficult on my eyes and really annoying.  Im trying to determine if this is Fences or someone remoting in.  HP says it's from someone remoting in, but HR says they do not allow that.  Any assistance is appreciated.
