Translucency change in Win10 1903

Title bars no longer match the task bar

Seems the translucency in Windows 10 has changed in build 1903 on the task bar. Now the title bars/tabs no longer really match, or at least I can't find a way to make them match like before. I guess the task bar is still vaguely translucent as I can see some slight color tint behind it although it's not that visible in my snippet.

I'm seeing some translucency issues in Windows 10 , 1809.  So are a few others I know of.  Just fyi.
