Can't create new fences

Can't create new fences

When I right click on my desktop I don't get the option to create a new fence. I don't see anyway to create one. Its work fine on my other PC

 

update I was able to fix the error.

Hello,

Sorry to hear you are having issues.

Right-Click on desktop and Drag to the right , it will create a box/fence - then 

click on create fence or folder portal.

Yes I had done that but as long as its lock that dll box will not appear

right-click on desktop - to view - Unlock fences - uncheck locked
