Rolled Fences Display Scroll Bars On Startup

I have a number of Rolled Up Fences of the same width positioned one above the other such that each one unrolls over top of those below.  When I boot/reboot the scroll bars for each of these Fences displays even though the Fences are all rolled up.  The scroll bars persist Fence by Fence until I unroll each Fence one at a time.  This has existed for some time.  I am just reporting it now because I was going by so to speak.
